Why do we need leap years at all?
Earth's orbit around the sun takes about 365.24 days, not exactly 365. Adding a leap day roughly every 4 years keeps the calendar in sync with the seasons over long periods.
Is the year 2000 a leap year?
Yes - even though it's a century year, it's also divisible by 400, which makes it a leap year under the full rule.
Will 2100 be a leap year?
No - 2100 is divisible by 100 but not by 400, so it will be skipped as a leap year despite being divisible by 4.
